Development Delivery Lead
Access Community Housing is growing our portfolio to deliver more homes for people who need them. We’re seeking a Development Delivery Lead to take end-to-end ownership of our development pipeline and ensure projects progress smoothly from submission through to delivery and handover.
This is a hands-on, high-accountability role for a strong operator who thrives on follow-through, can manage multiple stakeholders, and enjoys turning complexity into clear action. This role suits someone who enjoys working in a lean organisation where funding requirements can change quickly and delivery discipline matters.
The Role
You will be responsible for driving development delivery across a portfolio of projects, including:
- maintaining clear visibility of project status, risks, next actions and deadlines
- identifying and assessing development opportunities in partnership with builders/developers (including gathering key information and preparing decision-ready feasibility briefs)
- coordinating EOIs and funding submissions (with internal contributors)
- managing ongoing government follow-up and information requests
- coordinating builders/developers/project managers and internal stakeholders
- supporting contracting and settlement documentation requirements
- undertaking initial review of funding agreements and contracts to identify key obligations, risks and deadlines, and translating these into practical delivery and compliance requirements
- tracking funding agreement obligations and ensuring compliance readiness
- coordinating handover readiness with Housing/Asset teams
- managing defects tracking and close-out with delivery partners
- strengthening templates, checklists, reporting and tracking tools to build repeatable systems
You will report directly to the CEO and work closely with the CFO and COO.
What Success Looks Like
In this role you will:
- run the development pipeline day-to-day with limited CEO involvement
- ensure opportunities and projects keep moving, risks are surfaced early, and obligations are met
- provide clear internal visibility through structured reporting and a single source of truth
- help Access build a scalable, repeatable development delivery framework
Decision-Making and Autonomy
You’ll have high autonomy to run the pipeline day-to-day. Major commitments and key decisions (e.g. contracts, purchases, material risk or reputational issues) will be escalated to the CEO and, where required, the Board.
What We’re Looking For
We’re looking for someone who can own outcomes and keep things moving in a high-accountability environment. You’ll be comfortable coordinating across government, delivery partners and internal teams, and you’ll be the kind of person who maintains momentum without needing to be chased.
Essential:
- proven experience delivering complex, multi-stakeholder projects
- excellent written communication (structured responses, documentation, evidence packs)
- strong organisation, prioritisation, and follow-through
- high integrity, attention to detail, and comfort working with compliance requirements
- confidence engaging with external stakeholders and managing competing priorities
- ability to test assumptions, challenge early pricing, and surface commercial or delivery risks early
Highly regarded:
- experience in community housing, social/affordable housing, government or infrastructure delivery
- experience with funding agreements, contracting, probity, or settlement processes
- experience improving systems and templates to create repeatable delivery practices
